65th Street Interchange

Project Description
Based on the recommendations of NRTS, a folded diamond interchange at the intersection of 65th Street NW and Highway 52 was proposed. The project also includes auxiliary lanes on Highway 52 between 55th Street NW and 65th Street NW and realignment of the west frontage road in the northwest quadrant of the interchange area.

Project Status
A staff approved layout was signed and approved in the spring of 2012 and final plans were completed in the spring of 2013. The Project was completed during the 2013 construction season. Miscellaneous punch list items for the project occur in the spring of 2014.

Highway 52/65th Street Interchange Project Environmental Assessment Worksheet (EAW)

Project Status
Construction of the project occured during the 2013 construction season and was completed in November 2013. Miscellaneous punch list items for the project will occur in the srping of 2014.

Bid Results
Bid opening for the project occurred on April 30, 2013 where Hoffman Construction from Black River Falls, WI submitted the low bid of $8.1 million. The project was awarded by the City Council on May 6, 2013.

55th Street - Phase I

Project Description
The first phase of the 55th Street improvements consists of the widening of the 55th Street bridge in order to provide dual east- and westbound left-turns at the TH 52 on ramps, the widening of the TH 52 on-ramps to accommodate the dual left-turns from 55th Street, the addition of a second northbound right-turn lane on the TH 52 off-ramp, the addition of second southbound left-turn lane on the southbound TH 52 off-ramp, and the revisions to the 55th Street/Clearwater Road intersection to create a right-in/right-out for Clearwater Road north of 55th Street.

Project Status
A staff approved layout was signed and approved in the spring of 2012. Final plans were completed in the fall of 2013. The project is scheduled to begin in the spring of 2014 and be completed in the fall of 2014.

Project Cost
The estimated range of costs associated with recommended Phase I of the 55th Street improvements is $2.9 to 3.8 million.

55th Street - Phase II

Project Description
The second phase of the 55th Street improvements consists of the relocation of the East Frontage Road/Bandel Road intersection approximately 375 feet to the east along 55th Street in order to provide better spacing between the TH 52 east ramps and the east frontage road. There are currently two options for the future relocated 55th Street intersection with the East Frontage Road/Bandel Road, a roundabout or a standard signalized intersection.

Project Status
Preliminary design is scheduled to begin in the fall of 2013 with final plans to be completed in the spring of 2014. Construction is anticipated to be completed during the 2015 construction season.

Project Cost
The estimated range of costs associated with recommended Phase II of the 55th Street improvements range from $4.6 to 5.25 million for the roundabout option and $6.0 to 6.9 million for the signal option.

55th Street - Phase III

Project Description
The proposed Phase III conversion to the Diverging Diamond Interchange (DDI) will help to extend the useful life of the existing 55th Street bridge over TH 52 since it will utilize the existing bridge, as modified by Phase 1, pavement width for the reconfigured lanes. The existing signals at the 55th Street intersections with the TH 52 East and West Ramps will be replaced with simplified two-phased traffic signals at the proposed crossovers.

Project Status
Planning for this project is dependent on obtaining available funding. The design and construction for the project is anticipated to be completed during the 2020-2025 timeframe.

Project Cost
The estimated range of costs associated with recommended Phase III of the 55th Street improvements range from $6.7 to 7.9 million for the roundabout option and $7.4 to 8.8 million for the signal option.

55th Street - Phase IV

Project Description
The fourth and final phase of the 55th Street improvements consists of the construction of the ultimate Single Point Urban Interchange (SPUI). In addition to the construction of the SPUI interchange at the TH 52/55th Street intersection, Phase IV also includes the upgrade of 55th Street to a six-lane roadway from Members Parkway to the East Frontage Road/Bandel Road intersection.

Project Status
The existing bridge at 55th Street and TH 52 will be due for replacement around the 2035 timeframe at which time this project would be designed and constructed.

Project Cost
The estimated range of costs associated with recommended Phase IV of the 55th Street improvements range from $22.8 to 27.0 million for the roundabout option and $23.1 to 27.2 million for the signal option.
