Technical Memorandum No. 4, Screening Criteria and Initial Concepts

The purpose of this technical memorandum is to document the development of the screening criteria and initial alternatives for the Northern Rochester Transportation Study. By documenting the screening process and identification of concept alternatives based on this process, the project team can demonstrate to decision makers and governmental review agencies the range of alternatives considered early in the planning process, minimizing the possibility of having to revisit this process during future phases of the project.
